At any rate, Social Security is always withheld at 6.2%, up to the annual limt, 1.45% of medicare (no limit) and federal, state, and local (if appliable) per the number of allowances you indicate on your W-4 and similar state/local forms.
Why would your employer have to file a W-9? That makes no sense at all as the W-4 has all of the information on it that your employer needs. As an employee, there is no need to file a W-9 with your employer. That’s for self-employed folks (or for bank and brokerage accounts, etc.) and you are not self-employed.
You can request extra withholding for income tax on your W-4. But something is really weird here – ask them what the W-9 was for, they should have just had you fill out the W-4.

yes you can with hold extra, you can talk to your payroll people and they will withhold extra tax if you asked them to.
