First, call and see if the position is still open. No need to suck up if there is no job waiting.
If the job is available, then contact the person who offered you the job before (or was about to offer you the job). Say something like,
“Mr. ____, 2 months ago I was naive when it came to the job market. I respected and valued my skills, and I placed a certain monetary worth on them. After 2 months of job searching, I still take pride in the skills and knowledge that I can offer to an employer, but I have a more realistic view of what my talents are worth in today’s competitive job market. If the opening for the position of ____ is still available, I’d like you to consider my application again please.”

His not getting back to you tells you that more can’t be paid, and you phoning acknowledges that you accept the first salary offer. Dr. Brown says to act cheerful and stupid. I think in this case just act like the salary conversation didn’t happen and that you are just eager to get working. You don’t need to share that the job market was tight. It will just appear that you weren’t in a hurry at the time, maybe taking a little break after school.
